Job Overview

We are seeking a Senior IT Business Analyst with strong experience supporting large, complex IT systems and enterprise application initiatives. The ideal candidate will have extensive experience in requirements gathering, business process analysis, data analysis, Agile delivery, stakeholder management, and project governance.

The Business Analyst will work closely with business stakeholders, technical teams, subject matter experts, and project leadership to translate business needs into clear system requirements, user stories, acceptance criteria, process documentation, and actionable solutions.

Key Responsibilities

• Elicit, analyze, document, and maintain business and system requirements.

• Create and maintain user stories, acceptance criteria, design documents, and process documentation .

• Analyze and document current and future-state business processes.

• Perform process mapping, data gathering, data analysis, and data mapping .

• Work closely with business stakeholders, system owners, developers, project teams, and subject matter experts.

• Translate business objectives and user needs into detailed system requirements and specifications.

• Research business and technical problems and recommend effective solutions.

• Analyze data and business processes to identify issues, improvement opportunities, and alternative approaches.

• Support requirements throughout the Software Development Life Cycle (SDLC) , including design, development, testing, deployment, training, and post-implementation activities.

• Facilitate communication between business and technical teams.

• Define acceptance criteria and support testing and validation of delivered functionality.

• Manage stakeholder expectations, priorities, requirements, and changes.

• Support Agile delivery teams and participate in Agile ceremonies and continuous improvement activities.

• Work within established project governance frameworks, methodologies, templates, and reporting processes.

• Support business case development, including cost/benefit and risk/impact analysis.

• Identify opportunities for process improvement, technology modernization, cost avoidance, and increased business value.

• Decompose complex business and technical concepts into manageable requirements and tasks while maintaining an end-to-end process perspective.

• Coordinate with multiple business units and IT teams to support enterprise initiatives.

• Provide consulting and business analysis support to government or public-sector organizations.

• Communicate effectively with executives, managers, technical professionals, and subject matter experts.

Required Qualifications

• 8+ years of experience working with large and complex IT systems.

• 8+ years of experience eliciting requirements, writing user stories and design documents, defining acceptance criteria, validating testing outcomes, and facilitating communication between business and technical teams.

• 8+ years of experience with SDLC procedures and system development methodologies.

• 8+ years of experience managing stakeholder expectations and priorities.

• 8+ years of experience working within project governance structures, methodologies, templates, and reporting processes.

• 8+ years of experience managing multiple tasks, projects, and priorities in cross-functional environments.

• 8+ years of experience with Microsoft development platforms and software.

• 6+ years of experience working in an Agile environment.

• 5+ years of experience with Application Lifecycle Management (ALM) tools such as:

  • Azure DevOps / ADO

  • Team Foundation Server (TFS)

  • Visual Studio Team Services (VSTS)

  • Jira

  • IBM Rational Team Concert (RTC)

• 5+ years of experience with Microsoft SQL Server Management Studio (SSMS) or other relational database technologies.

• 5+ years of experience with data mapping and data modeling .

• 3+ years of familiarity with information management practices, data modeling standards, and/or architecture design and analysis.

• Strong experience with requirements analysis, business process analysis, and stakeholder communication.

• Strong task management, organization, analytical, and problem-solving skills.

• Bachelor's degree in Business, Management Information Systems, or a related field , or equivalent relevant experience.

Preferred Experience

• Experience providing consulting services to government or public-sector organizations.

• Experience working with enterprise modernization initiatives.

• Experience with complex data integration and enterprise information environments.

• Experience working directly with executive-level stakeholders.

• Experience with business case development, benefits realization, cost avoidance, and organizational improvement.
